I honestly can't give you a direct answer. But to me it's because one they feel like they don't have a choice or because they want to feel like they're apart of something important.

Does the future of the society depend on the proles? No. The proles might be 85% of the population but they're ignorant. They don't think, they don't question, they just go along with the flow. Since they have all they need they don't worry about how the government is ruling the country.
